General Introduction

Tay Hoa is a district located in the southwest of Phú Yên Province, officially established under Decree No. 62/2005/NĐ-CP dated May 16, 2005, following the division of Tuy Hòa District into two districts: Đông Hòa and Tay Hoa. It officially commenced operations on July 1, 2005.

The district center is situated in Phu Thu Town, which houses the headquarters of the District Party Committee, Government, Front, mass organizations, and various provincial and central agencies operating within the district. It serves as the administrative, political, economic, cultural-social, and national defense-security hub of the district.

The district comprises 11 administrative units at the commune level: Hoà Binhq, Hoà Phong, Hoa Phu, Hoa My Dong, Hoa Dong, Hoa Tan Tay, Hoa Thinh, Hoa My Tay, Son Thanh Tay, Son Thanh Dong and Phu Thu Town.

The people of Tây Hòa have a rich cultural tradition and a strong revolutionary spirit. According to the historical records in Đại Nam Nhất Thống Chí: “In the year Tân Hợi (1611), the Cham people invaded the border region – The King sent Chief Vân Phong to suppress the invaders, took the land to establish Đồng Xuân and Tuy Hòa districts, and placed them under Phú Yên Prefecture, which was part of Quảng Nam Dinh.” Administratively, Tây Hòa has a history of over 400 years, developing alongside the broader Phú Yên region.

Revolutionary Tradition

As a heroic land during the two resistance wars against French colonialists and American imperialists, Tây Hòa boasts 9 out of 11 communes and towns recognized as “Hero of the People’s Armed Forces” (except for Sơn Thành Đông and Sơn Thành Tây, which do not yet meet the requirements). As of October 15, 2022:

  • The district has 2,278 martyrs, 403 “Vietnamese Heroic Mothers” (7 still living), 3 Heroes of the People’s Armed Forces, 488 wounded soldiers (367 still alive), and 158 war invalids (117 still alive).
  • It includes 558 individuals imprisoned by the enemy (288 still alive), 115 individuals exposed to toxic chemicals during the war (84 still alive), 859 people recognized for assisting the revolution (129 still alive), 2,149 relatives of martyrs (318 still alive), and 8 individuals recognized for their efforts in national liberation and international duties.
  • Two cooperatives, Hòa Bình 1 and Hòa Phong, have been awarded the title “Hero of Labor.”

During the protracted wars, Tây Hòa was a revolutionary base, where fertile lands were devastated by bombs, turning them into barren white zones. At its establishment, the district faced numerous socio-economic challenges, including underdeveloped infrastructure, a lack of qualified personnel, low economic starting points, uneven educational levels, and a high poverty rate.

Development Achievements (2005–2022)

Despite immense difficulties, the Party Committee, authorities, armed forces, and people of Tây Hòa united and worked tirelessly, achieving significant milestones over 17 years:

  • Economic Restructuring: The economic structure shifted in the right direction, reducing the proportion of agriculture-forestry-fisheries while increasing the share of industry, commerce, and services.
  • New Rural Development: The national target program for building new rural areas achieved remarkable results, making Tây Hòa a provincial model for advanced rural development.
  • Social Progress: Significant improvements in education, healthcare, and social welfare. The quality of education and training improved, poverty reduction efforts progressed, and the material and spiritual well-being of residents enhanced.
  • Cultural Growth: Investments in cultural, informational, and sports activities enriched community life, and the “All People Unite to Build Cultural Life” movement gained momentum.
  • Ethnic and Religious Affairs: Policies were implemented promptly and legally, fostering solidarity and unity among ethnic and religious communities.
  • National Defense and Security: Defense and security were strengthened, ensuring political stability and social order, and effectively handling arising issues.
  • Administrative Reforms: Governance capacity improved through restructuring, emphasizing transparency, administrative discipline, and accountability among officials.

Future Directions (2024–2025)

With the determination to develop Tây Hòa into a prosperous and modern district:

  • Strive to meet advanced new rural district criteria by 2024.
  • Develop Phú Thứ Town into a Grade IV urban area by 2025, positioning it as the district’s economic, political, and cultural nucleus and a driving force for regional development.
  • Upgrade Sơn Thành Đông Commune to township status by 2025 and Hòa Mỹ Đông Commune after 2025, accelerating urbanization in alignment with Phú Yên Province’s development plan.
